ADVERTISEMENT 1.Bids - The City of Lee's Summit, Missouri will receive sealed Bids delivered to the Purchasing Division of the City of Lee's Summit, City Hall, 220 S.E. Green Street, Lee's Summit, Missouri 64063, for Bid No 08-131 until 10:00 a.m. local time on Friday, May 23, 2008, when all Bids duly received will be opened publicly and read aloud in the Howard A Conference Room at City Hall. The entire name of the project must appear on the outside of the bid envelope submitted to the Senior Procurement Officer’s office. The successful bidder will be required to furnish and pay satisfactory performance and payment bond or bonds. The City of Lee's Summit, reserves the right to reject any or all bids or to waive informalities therein, to determine the lowest and best bid.

2.Project Description: The Work for the project, North Recycling Center, Bid No. 08-131, includes, but is not necessarily limited to:

Construction of a non-reinforced 2200 SY concrete parking lot, storm drainage and earthen detention basin, as specified herein, including all materials, labor, equipment, testing, supervision, and any and all other items necessary to complete the work. Alternates include pervious concrete; a 5/8” water service line, hydrant, and sanitary sewer stub; as well as a 40 foot double swing coated chain link gate. The City will perform rough grading of the site to within plus or minus 6 inches of planned grade.

The site is located in Lee's Summit, Missouri, as shown on the Drawings.

3.Bidding Documents - Sets of Bidding Documents may be requested from: Western Blueprint, 1814 Main Street, Kansas City, MO 64108, 816/300-6600, www.westblue.com.

A nonrefundable certified or cashier's check payable to Western Blueprint will be required for Bidding Documents requested by a prospective Bidder or any other person, based on the following schedule:

Specifications & Drawings:$25.00 plus shipping for each set, which includes one copy of the Technical Specifications, one full-size (22 X 34) set of drawings, one separate unbound copy of the Bid Form, and the Bid Bond Form.

4.Bid Security - Each Bid shall enclose Bid Security, as specified in the Instructions to Bidders, representing five percent (5%) of the sum of the Bidder's Base Bid plus all alternates.

5.Pre-Bid Conference - A Pre-Bid Conference will be held in the Howard A Conference Room at City Hall 220 S.E. Green Street, Lee's Summit, Missouri on Friday, May 9, 2008 at 10:00 a.m. local time. A tour of the site will be held following the pre-bid conference. Prospective Bidders and others interested in the Work are encouraged to attend the tour and pre-bid conference. Addenda may be issued, as the Engineer considers necessary, in response to issues raised at the tour and pre-bid conference.

6.Prevailing Wages - The Department of Labor and Industrial Relations Prevailing Wage Determination - Annual Wage Order No. 14, Incremental Increase No. 5 dated 1/31/08 covering the Work is attached to Section 00030 of the Bidding Documents.

7.Tax Exemption - All or certain items required for this contract are for constructing, repairing, or remodeling facilities for an exempt entity and qualify for exemption from State and local sales and use taxes under RSMo 144.062. The Instruction to Bidders and General Conditions include tax exemption provisions covering the submission of the application for tax exemption determination by the Bidder awarded the Contract.

8.Excessive Unemployment Law - By submission of its response, the Bidder agrees to comply with the provisions of Section 290.555, et seq., of the Revised Statutes of Missouri (hereinafter the "Excessive Unemployment Law" and incorporated herein by reference), when there is "a period of excessive unemployment" (as that term is defined under the Excessive Unemployment Law). This requirement includes without limitation, the obligation to use only "Missouri laborers" and "laborers from nonrestrictive states" (as those terms are defined under the Excessive Unemployment Law) in constructing or building any public works project or improvement, except as may otherwise be allowed under the Excessive Unemployment Law.
